most of the day today, mostly sunny with mild temperatures. but overnight tonight, this very impressive storm system moves in bringing with it heavy rain and high winds. we'll time it out for you coming up. a check of traffic. roads are dry for now. >> and that means a quiet start to the morning commute. this is the upper deck of the bay bridge. looks great this morning across the span, no sign of slowing through the "s" curve. the bay bridge toll plaza, you can see slight delays in some of the cash lanes. but the metering lights are off. so we'll have much more on the morning commute coming up. in the meantime, back to you guys. >> thank you. 6:00. the grilling about to begin for pg&e officials in washington. federal officials are opening a public hearing on the san bruno pipeline explosion, and christin ayers is live in the newsroom with a look at the witness list. good morning. >> reporter: that hearing is beginning any minute now. first on the agenda in production, then we'll start hearing sworn testimony from

pg&e engineers about the deadly san bruno pipeline explosion. this is a rare public hearing in the nation's capital. it's expected to last about three days. the september 9 blast killed 8 people and destroyed dozens of homes. today 8 pg&e official will face federal investigators and answer questions about the blast, the pipeline and whether the utility company should have known it posed a potentially deadly threat. it's part of the national transportation safety board's full scale investigation into the disaster. the board is expected to issue a final report on what likely caused the blast about 6 months from now. but today we'll get a sneak peek when they release thousands of pages of documents relating to the investigation. and it's going to be very interesting to see what those documents say about the blast and also what pg&e engineers will say with their testimony. we'll be watching the hearing and bringing you the latest that's coming up in a few minutes. >> lots of questions to be sure. thank you, christin ayers. the woman accused of taking part in the kidnapping of

jaycee dugard has now confessed hoping for a lighter sentence. the lawyer for nancy garrido says his client admits kidnapping dugard from south lake tahoe and then holding her captive in a home near antioch for 18 years. the attorney says nancy garrido said she never sexually abused dugard and she even delivered jaycee's two children by phillip garrido. he says he is hoping to cut a plea deal for the 55-year-old woman. >> she should be able to at least walk on the beach probably with a walker at some point in time before she dies. >> sources say dugard and nancy garrido actually met behind closed door for the first time since the garridos were arrested. during that 10-minute conversation, jaycee told nancy to look after herself and her future instead of focusing on phillip. san mateo police shot and killed a man they say fired on them. police were called yesterday morning to a drugstore on bovet road.

witnesses say an armed man was threatening employees as he tried to get his medication. later police found that man creating a disturbance at a nearby home. >> he is schizophrenic, okay? everybody knows. the police know. and he went to get the medication, they say he has to pay, pay what? i never pay. okay? he got very upset, he came home and they send the police here. >> the suspect pointed the handgun directly at the officers and fired upon them. >> no officers were hit. one of them fired back killing the suspect, who was armed with a .38-caliber revolver. masked robbers armed with rifles and handguns pulled off a sophisticated high-tech heist in alameda county. fremont police say up to 15 thieves blindfolded, tied up and gagged workers at unigen on warm springs boulevard near 680 on sunday. those robbers stole the wallets and cell phones and a lot of

the company's computer equipment. no injuries were reported. no arrests yet. police are searching for a man who posed as a caltrans worker to rob a home in woodside. officers say the suspect knocked on the front door wearing a yellow hard hat and blue vest. while the home owner was distracted, a second suspect snuck in the backdoor cut and stole jewelry. the home owner though was not able to identify the backdoor cut suspect. it is a big day for some very little dogs. >> indeed. this morning, a dozen chihauhaus will fly to new york city where they will find some new homes out that way. and sharon chin is at sfo where the dogs have arrived. i think you met every one of them, didn't you, sharon? >> most of them. >> reporter: they arrived about half hour ago and they are going through security in preparation for their flight to new york. this is all part of operation chihauhau, a team effort between the san francisco animal care and control and virgin america. there's going to be one airline

volunteer or shelter staff member per dog as they board the flight. here's what's going on. the shelter is getting far more chihauhaus than they can handle but they are in high demand on the east coast so virgin america is taking the dogs to the east coast at no extra cost to be developed out of the manhattan aspca. earlier this morning, we asked local shelter staffer the reason for the the overpopulation on the west coast of chihauhaus. >> really easy to breed. you know, we live in small spaces and they don't take up a lot of space. they are still a lot of work and people find that out quickly and relinquish them to the shelters but they are just really overbred. people are not spaying and neutering as much as we would like to see them doing. >> reporter: the dogs will be divided into two groups and loaded onto two planes, one departing at 7 a.m., another at about 9:30 this morning. they will have their own little section on the plane. the dogs will travel

comfortably in the main cabin with members of the san francisco animal control staff or virgin america volunteers right with them. there will be wi-fi near every seat so they are going to be able to document the journey with live updates so you will be able to follow that on facebook and twitter at virgin america's page. they are hoping for a smooth flight. at least one of the virgin america volunteers says this is the very first time that she ever held a dog and she is going to have one on her lap on the way to new york this morning. sydnie? >> hopefully they took him for a little walk before -- >> yeah. >> before all that. okay, sharon chin, live at sfo, great job, thanks. time to get a check of weather and traffic. julie, how's the forecast shaping up? >> for now, it's pretty nice. out the door, mild, warmer than yesterday, fog in the north bay, highs in the mid-30s for santa rosa, 43 oakland, a come

degrees warmer than yesterday and that's the trend this afternoon as well with highs in the upper 50s to low 60s but big changes in store over the next 12 hours or so. we have an approaching storm system as it moves in, bringing high winds, heavy rain. rainfall up to 2" in some of the more impressive locations north bay and higher elevations. now for a check of your dry commute, here's miss elizabeth. >> chopper 5 is up live over milpitas showing us 880 traffic near the 237 interchange. and we are doing just fine this morning. easy ride all the way down towards the south bay of san jose. i think that's where they are going to head next. let's go to our maps show you some more live traffic cameras. at the bay bridge toll plaza, the metering lights still remain off. but we are starting to see slight delays only in the cash lanes just a couple-minute delay there. again easy ride into san francisco. more traffic coming up in the meantime back to you guys. >> thank you. libya's embattled dictator in total denial. >> they love me, all my people

foundation. another tornado destroyed three homes in kentucky. a lot calmer in the bay area at least for today. we are going to have a change in our forecast. let's go to julie watts in our weather center. >> beautiful for the next, oh, 12 hours or so, and then big changes. out the door this morning, mostly clear with the exception of some fog in the north bay and a little bit of patchy clouds at the coast. temperatures in the 30s to mid- 50s this morning. later today, we are anywhere from mid-50s to low 60s, a little warmer than yesterday and sunshine the story areawide. but clouds developing ahead of an impressive weather system. and here it is in the satellite perspective. a couple of elements here. one, we have some wind heading our way, thanks not pressure gradient between the low offshore and the high inland. this high is what's keeping us dry today but we'll soon lose it as this system approaches. also along with it, some heavy rainfall tapping into subtropical moisture. we are looking at rainfall upwards of 2 inches in some of the more inpressive regions. as you can see, we are dry

through your evening commute. it's overnight tonight that this front pass through and as it does, heaviest rainfall right around midnight tonight. and the highest totals will be in the north bay and santa cruz mountain. we are looking at rainfall totals upwards of 2" elsewhere places like the south bay likely a half inch overnight although in a very short amount of time. you combine that with high winds, and you could see downed trees. temperatures today nice and mild. you're probably not going to believe this rain is coming. it's going to be beautiful. temperatures in the low 60s areawide. and take a look at the extended forecast. you will see dry today, showers wednesday through thursday, we dry out on friday and showers return heading into this weekend. now for a check of traffic, elizabeth wenger. >> thank you, julie. let's go out towards our maps and towards hercules. just getting word of a new accident eastbound highway 4 right before willow. sounds like a car went 100 feet down the embankment so chp on scene. tow crews are heading there, as

well. we are not seeing any delays on eastbound or westbound 4 or westbound 80. having sticking clicker issues. down the eastshore freeway down into berkeley, everything looks great all the way towards the ashby avenue exit. if you are heading using minneapolis we are still dealing with ace train delays. number one is on time but ace train number 3 is 15 minutes behind schedule. all other mass transit is on time. bay bridge toll plaza dealing with... fog. only in cash lanes. if you are heading into san francisco. again, there is that drive time down the eastshore freeway. to the south bay, the silicon valley ride westbound 237 looks great. the rest of the south bay. so far top speeds on 101 and

he thought his wife was cheating on him. he surrendered. alzheimer's disease tends to run in families and new research finds it's more likely to be inherited from the mother. a study in the american academy of neurology analyzed the brain scans of 53 people and found those who had a mother with alzheimer's disease had twice as much shrinkage in the brain than fathers with the disease. more research is needed to confirm the findings. pediatrician are pushing upon a federal ban on tanning for teenagers. the american academy of pediatrics announced it's in favor of outlawing tanning salons for kids younger than the age of 18. they say indoor tanning increases the risk of skin cancer. it shows a link of overexposure to sun in childhood and melanoma, that's one the deadliest forms of skin cancer. people who drink soda and other sugar drinks will have

high blood pressure. scientists say it's specific to high fructose corn syrup. people who consume more than one drink a day are heavier than people who don't. >> are you hungry? >> of course i'm hungry. "spiderman: turn off the dark" canceled per the most problem plagued show on broadway about to swing back into action. the performances were cancelled in september after an actor's safety harness failed and he felt 30 feet. before that the show had technical glitches. just two weeks before it reopens, actors went on the "cbs early show" to encourage people to come out and see the show. >> at the end of the day, it's a beautiful show. and, you know, we're all just getting paid to perform it as best we can. >> i have some friends that have seen it say it's fabulous. spider-man, turn off the dark, is the most expensive broadway production ever. you can catch more of the actors' interview on "the early show" right after this newscast, coming up at 7:00.

of weather and traffic. julie? >> good morning. high pressure in place this morning is holding off an approaching low pressure system. the big change is on the way tonight through wednesday. this storm system moves in bringing with it heavy rain and high winds. we'll time it out and have more details coming up. but first, details on that morning commute with elizabeth wenger. >> thank you, julie. back out to chopper 5. they are continuing their jaunt up the peninsula now. here's live look at 101 traffic through mountain view. taillights moving northbound. and want to show you a quick look at the bay bridge toll plaza where they just turned the metering lights on. so far delays okay just to the end of the parking lot. back to you stow what's to blame for the dead -- so what's to blame for the deadly disaster? at this time, pg&e's top brass in the hot seat on capitol hill being grilled for answers in the san bruno pipeline blast. christin ayers is monitoring developments for us this morning. good morning. what's the latest?

>> reporter: good morning. there are a number of things that we are looking at right now as that meeting is going on as we speak. let's take a live look here at what exactly we are talking about. we just finished hearing from the chair of the national transportation safety board and we are looking at pg&e operations right now. this is the presentation that's happening just before the board right now. they are looking at the control room response, the policies regarding use of automatic shutoff valves and risk management of the pipeline, a cup of the serious issues we are looking at -- a couple of the serious issues we are looking at at this time. we just heard from the national transportation safety board chair. she said this is not an adversarial meeting. she called it an important step to give the public a window into the investigation to make sure it's fair what many of us will be watching and waiting for, however, is to hear from the eight pg&e engineers who will offer sworn testimony today about the blast and that bad pipeline, the ntsb is trying to get to the bottom of how the blast happened and whether pg&e missed some critical signs leading up to the tragedy. the public hearing is going to last three days. it could result in some

tightening of federal regulations. the board chair outlined the big issues the board will be looking at over the next three days. >> five broad issues that we scope to cover at this hearing, they are pacific gas & electric operations, pacific gas & electric integrity management programs, public awareness, state and federal oversight, and industry-wide technology. >> reporter: now, the board has reviewed a timeline so far of the events leading up to the blast. think also briefly took a look at some witness video shot as that explosion was happening. so a full three days ahead of them now. the board has been investigating this incident for months, and today they are also going to release thousands of documents from their investigation. sydnie? >> all right, christin, thank you. christin ayers in the cbs 5 newsroom. and a woman who poses as a victim of the pipeline explosion is going to jail for

a year. that's 47-year-old angela marie wise from san francisco. she pleaded no contest to a number of felony charges. she had told officials that she had been left homeless by the san bruno explosion. prosecutors wanted prison time for her, but she will be serving her sentence in the san mateo county jail. it is 6:33. a man posing as a caltrans worker helped rob a home at woodside. sheriff's deputies say suspect knocked on the front door wearing a yellow hard hat and blue vest. he told the resident he was there to check the backyard because of the storms and possibly a landslide. while the home owner was distracted, a second suspect snuck in the unlocked backdoor cut and stole some jewelry. deputies are now searching for those two suspects. and masked robbers with firearms, 15 thieves blindfolded up and gagged workers at a company on warm springs boulevard near 680 on

sunday. robbers stole wallets, cell phones and computers from the high-tech company. no injuries reported and no arrests have been made just yet. nancy garrido has now confessed to her role in kidnapping jaycee dugard. garrido's lawyer says his client admits abducting dugard from south lake tahoe and then holding her captive in a home near antioch for 18 years. the attorney says nancy garrido says she never sexually abused dugard and she even helped deliver jaycee dugard's two children by phillip garrido. he says he is now hoping to cut a plea deal for the 55-year-old so that nancy does not spend the rest of her life in prison barry bonds will in court today. he is expected to plead not guilty for his perjury trial. bonds will share the spotlight with his former trainer greg anderson. the former giants slugger is accused of lying to a grand jury about his steroid use. that trial set to start on march 21. and starting today, the tax man will be paying a little

visit to san jose's pot clubs. last november voters overwhelmingly approved a 7% tax on all marijuana dispensaries which the city considers to be illegal. earlier yesterday city leaders met with pot club owners to discuss the new tax. many owners expressed concern that the new tax could put them out of business. >> it is not designed to allow business to exist. it's a tax that is designed to force businesses and people who need medication outside of san jose. >> san jose has about 100 medical marijuana shops. 6:35. a dozen chihauhaus will be flying to the big apple today. >> yeah. in short order. they will be adopted out in new york city. sharon chin report from sfo where the dogs are taking off in an hour. >> i'm surprised your not taking one home. >> reporter: the dogs have now gone through security and they are now getting ready to board the planes bound for the new

homes in new york. the 12 chihauhaus arrived at sfo this morning each with a staff member with the san francisco animal care and control or a volunteer with the virgin america flight. they are about to board flights as part of operation chihauhau. they are special airlifts taking the dogs from the san francisco shelter where there is a chihauhau surplus to new york where they are in high demand. the shelter is not sure why they have taken in so many chihauhaus. they say maybe it's because of backyard overbreeding or abandonment in the bad economy. virgin america flew the first operation chihauhau flight also at no cost to the shelter a year ago and the 15 dogs on board have a smooth flight. >> last january, it was our first flight and they were really calm on the plane, the white noise seemed to mellow them. most of them slept most of the way. so... >> reporter: the 12 dogs will have their own section in the main cabin on two separate

personal in your own backyard. the program went online just about 12 hours ago. >> kcbs radio's matt bigler is in san jose to tell us exactly how this will work. what, are they going to drive one of those special cars into your backyard, matt? >> reporter: ha. that would be interesting. no. the car wouldn't fit so they are using high-tech tricycles. that's the newest innovation from google. they are putting a camera on a 7-foot pole and they are going to drive around on all those areas that are not accessible by cars so they can take pictures of hiking trails, of gardens, even amusement parks. just a little bit of background. google's street view has been available for a couple of years now and the company now says you can see streets in all major metropolitan areas in the u.s. including 27 other countries. now they are going off road. we have some -- an interval with a google engineer, daniel ratner. they say they have been taking

pictures of off road areas using these high-tech tricycles. >> it's geared like a mountain bike, steers real well. most people i think get more excited and more encouraged to actually go in real person to a place once they get to kind of whet their appetite by using the immersive street view experience. >> reporter: a canle of fun facts about the tricycles. they are 250 pounds. so usually google is hiring athletes or soccer players to pedal these guys around because there's a lot of uphill areas in some of these off road areas and sometimes they are getting stopped and asked if they are selling ice cream. people confuse them for an ice cream vendor. but that's not stopping google from mapping as much as they can. google street view has been controversial in the past because some people claim it's an invasion of privacy. google says that if you have private property and you want to have google pedal through, you can invite google to come and pedal through your property and they will be posted online

a live look at space. these pictures are better than some of of the ones we get from the bay bridge! right now space shuttle discovery astronauts back in work installing a new storage room on the international space station. everybody needs more closet space. it was built in italy. it's loaded with supplies as well as the humanoid robot.

yesterday, nasa extended discovery's final mission by a day and with this extra time, the astronauts may take a few pictures from outside the space station. well, we have a little something for everybody in your forecast today. starting off with mild conditions mostly clear skies, highs in the upper 30s to low 40s with a little bit of valley fog in the north bay and some patchy fog along the coast. later on today we'll warm things up into the low 60s and we will see plenty of sunshine. but it's short-lived. i'll show you why. a healthy storm system offshore moves in tonight into wednesday bringing with it heavy rain, 2" in some of the higher elevations, and high winds. gusts upwards of 50 miles per hour. a wind advisory goes into effect tonight after the clock. in the meantime -- after 9:00. high pressure holding off the rain and wind meaning mild conditions for the rest of your day today. in fact, highs close to average for this time year a little warmer than yesterday.

we are in the low 60s inland. upper 50s at the coast, plenty of sunshine, partly cloudy skies, all that changes, heaviest rain will likely fall while you're sleeping. by the time we hit your wednesday morning commute we are looking at scattered showers link, through thursday. by friday we dry out, temporarily, and then heading into this weekend another round of rain saturday heading into sunday. now for a check of that morning commute, let's check in with elizabeth wenger. how are the roads looking this morning? >> we are actually following a couple of different problems. first out to chopper 5. they are live over hayward now near the 880/92 interchange. so far okay heading towards the san mateo bridge. all right. let's talk about a couple of these problems. first to highway 4. it is a really slow ride now. we have a location change that's in concord. westbound highway 4 before willow pass, a car went down the embankment and a tow truck with cable is needed to help pull the car there and get the scene cleared. this could take a while to clear.

an ambulance is heading to the scene. so again, westbound lanes of highway 4 very slow as far back as antioch. usually we just see those sensors slow down from a industry to somersville but again -- from a street to somersville but again they extend from pittsburg to concord. they just issued a traffic alert in petaluma. the ramp is now closed after a big rig went off an embankment around 4:45 this morning. so southbound 101 at petaluma boulevard south, they are completely shutting down that off-ramp until 8:30, the latest word from caltrans. at the bay bridge toll plaza, metering lights are on and it is backed up to about the 880 overcrossing. remember our radio partners, kcbs 740-am and 106.9-fm. get the latest from them once you hit the roads. back to you. >> thank you. a sunnyvale man could get 20 years in prison after admitting his role in a kickback scheme involving apple

and some of its suppliers in asia. former apple manager paul devine pleaded guilty to felony, fraud and conspiracy charges in federal court. he reported receiving millions from an asian supplier in exchange for confidential information about apple. oil prices, they are heading higher. now what that means. gas prices -- you know what that means. gas prices are going up. let's go to jason brooks with kcbs and cbsmoneywatch.com for the latest economic news and what's happening with the markets. >> reporter: good morning. it's been tough at the pump. don't expect relief soon. we have oil prices up more than a dollar this morning over 98 bucks a barrel after they eased back the prior couple of sessions. you have growing violence in libya and more protests spreading in the middle east. now taking place in oman, which is key in the strait of hormuz where 40% of the world's crude ships through, on the other side of that iran. this is affecting gas prices in

a big way. according to triple-a, looking around the bay area, we have see prices rise about 20 cents per gallon for regular in the past week and about 40 cents in the past month. we haven't seen all of that rise in crude over the past week factored into that. so that increases in the. ben bernanke is talking to congress in a few minutes giving an update on monetary policy. he is going to get hammered about rising food and gas costs, typically not factored by the fed when looking at inflation. they change a lot from week to week but that's eating up much more consumer paychecks than what they can spend at the store. looking at the stock market right now, after some solid gains yesterday, the market is a little more flat this morning. the dow is up by 25 points. the nasdaq is lower by one. s&p up by 2. >> thank you. jason brooks with kcbs and cbsmoneywatch.com now an important question. can't decide what to have for

-- they at ed with in vallejo, students sharing a sweet treat found themselves in the emergency room. it turns out, they ate a cookie laced with pot. a school official says a fifth grader bought it at a convenience store not knowing it contained cannabis and then shared it with three other buddies yesterday. the three students who went to the hospital have since been released. vallejo police are investigating. well, the grilling just getting under way for some pg&e engineers. >> that's true. federal officials are in the first day of public hearings on that san bruno pipeline explosion. christin ayers is taking a look at the testimony, has all morning long, joins us now live in the newsroom. good morning. >> reporter: good morning. lots of formalities earlier today. we heard from the chair of the national transportation safety board's inquiry board. she specifies that this will not be an adversarial meeting. the point of the meeting is to get to the bottom of what caused the san bruno blast and who was responsible for it and if we take a live look right now to see what's happening, we have 8 pg&e engineers just called to the witness table. they are all being questioned

of blue sky out there mild temperatures a couple degrees warmer than yesterday. but all of that is quickly ending as we head overnight. we see heavy rainfall, high wind -- in fact, wind advisory in effect, wouldn't be surprised to see a little bit of localized flooding in the higher elevations where we could see rainfall up to two inches tonight over a very short period of time. now, the showers die down wednesday morning, scattered showers through thursday, dry friday and another round of rain this weekend. for your last look at traffic, here's elizabeth wenger. >> all right. thank you, julie. let's go out to chopper 5 again. things are moving well up towards downtown oakland. looks like actually chopper 5 found maybe a stall there? partially blocking one lane. mostly there off to the shoulder. maybe causing a little bit of slowing but overall no big problems right now if you are heading up towards the broadway exit. again, you can see bottleneck there is a little bit but right now past the coliseum where we have another live traffic camera, everything looks great. all right. hopefully they will clear that stall soon.
